Electrical Safety Program: The NFPA 70E Skeleton, in Plain Terms

NFPA 70E 110.5 requires every employer with electrical-risk exposure to run an electrical safety program (ESP) — the documented system that sits behind every label, permit, and PPE decision. This page is the skeleton: the elements the standard expects, in plain terms, in an order you can build into a real document. The skeleton

1. Risk assessment procedure. How your facility identifies and quantifies shock and arc-flash risk before work: who performs it, what method (incident-energy calculation or the 70E tables), and where results live. This is the procedure your labels are evidence of — our label requirements page covers what the assessed output looks like on the equipment.

2. Job safety planning and job briefing. A documented plan per energized task and a pre-job discussion covering hazards, procedures, and PPE. The energized work permit is the instrument for the jobs that cross into it.

3. Awareness and self-discipline. The standard's behavioral element: employees trained to recognize hazard conditions and stop work when something does not match the plan. Write down how your facility handles stop-work authority.

4. Training — qualified persons. Who is qualified, on what equipment, with what documented training: hazard recognition, PPE use, emergency response, and the distinctions between qualified and unqualified work. Retraining cadence belongs here too (70E drives it on a cycle not exceeding three years for qualified-person training).

5. PPE program. Method-specific selection—arc ratings matched to incident energy or categories selected from the applicable tables—plus inspection, care, and replacement of arc-rated clothing and shock PPE. See PPE category method explained.

6. Equipment maintenance. The 70E premise that protective devices only protect if maintained: breaker and relay maintenance, fuse programs, and the documentation that goes with them. A label computed from a clearing time assumes the device actually clears that fast.

7. Auditing. Two kinds: program audits (is the ESP itself current and followed — on a defined cycle) and field-work audits (are workers following it). Findings feed revisions.

8. Incident investigation. How electrical incidents and near-misses are investigated and fed back into the program — including re-checking the assessment the work was based on.

9. Document control. Revisions, dates, and responsibility: who owns the ESP, when it was last reviewed, where the current copy lives.

How the pieces connect

The ESP is why the paperwork exists at all. The label summarizes the assessment, the permit carries the job-planning decision, and the PPE program defines how incident-energy and category-method results are used without mixing them. The five-year review cycle (how often an arc flash study is needed) is the document-control element applied to the assessment itself. A facility that buys labels without the program around them has bought stickers.

An honest scope note

A template cannot qualify your people, maintain your breakers, or audit your work — those are the program, and they are yours to run.
