Energized Work Permit: When NFPA 70E Requires One and What It Contains

An energized electrical work permit (EEWP) is the document that forces the question "why is this work being done hot?" before the work starts. NFPA 70E 130.2 requires it for most energized work beyond normal operation, and it is not paperwork for its own sake: the permit is where the risk assessment, the boundaries, the PPE, and the approval signature meet on one page. When a permit is required

Under NFPA 70E 130.2, an energized electrical work permit is required for work on or near exposed energized conductors or circuit parts — the situations where a qualified person crosses into the restricted approach boundary, or where the work creates an increased likelihood of electric shock or arc-flash injury. The logic: if the work plan involves energized exposure beyond normal operation, the hazard must be written down and signed off first.

The common exemptions

The same section exempts categories that would otherwise drown routine work in permits. The common ones:

  • Normal operation of properly installed and maintained equipment in normal condition — closing a breaker on a healthy panel is operation, not energized work.
  • Testing, troubleshooting, and diagnostics by a qualified person — the meter-on-a-terminal work that would otherwise need a permit every hour.
  • Thermography and visual inspection by a qualified person, where the restricted approach boundary is not crossed.

Read the exemptions narrowly. They cover specific, lower-risk activities by qualified people — they are not a general "we do this all the time" pass. When the job crosses the restricted approach boundary or involves manipulating energized parts, the permit applies.

What a compliant permit contains

The permit elements from 70E 130.2, in the order a worker reads them:

  1. Description of the work and its location — specific panel, specific task.
  2. Justification — why the work must be done energized (de-energizing is infeasible or introduces greater hazard). "Production prefers it" is not a justification that survives an incident review.
  3. Shock risk assessment — voltage, shock boundaries (limited/restricted approach), required shock PPE.
  4. Arc-flash risk assessment — incident energy, arc-flash boundary, required arc-rated PPE. This is where the label numbers get used: the permit pulls them from the panel's assessment.
  5. Safe work practices — insulated tools, stands, covers, the plan for the task.
  6. Means to restrict unqualified persons — barricades, attendants, signage.
  7. Job briefing — the documented pre-job discussion.
  8. Approval signatures — the person responsible for the electrical safety program (or their designate) signs before work starts.
